To me it seems that you purchased a pirated version of the game from somewhere possibly without knowing it was pirated, because they can make them look pretty close to the original these days So, here is your solution: If you want build mode to work, go to a legitimate and trusted game dealer, and buy a legitimate copy of the game and install it over the version that's currently on your computer. And presto, you will have build mode.

I suppose the killer question is: did he get a manual and a keboard shortcut card with the discs? I somehow doubt that a pirated copy would have those and even if they did the paper would 'feel' wrong. I wonder where it was bought? Flea market? If it was ebay he may have some redress. Mostly though fraud such as this goes undetected and the buyer is as culpable as the seller.
